Maybe, he's one of the first to arrive, but when he loses his powers (to poison the land), he's lost his memory. It could balance out his dark appearance, make it that he's not such a bad pokemon on the inside.
But that's just me.
Other than that, he's pretty cool, so gnarly!
See, the black horse is Famine, which just means hunger and thirst, and is not associted with plagues and diseases...that would've been the white horse, who some call conquest, where it's true name is pestilence, meaning plagues, diseases, and all around insectoid pests, which most diseases and plagues are carried through the wind, where famine is carried through the water..when water disappears, the crops don't grow, leaving people hungry.
Still, for pokemon it's a pretty awesome design.
